非首都功能的疏解是京津冀协同发展的基本出发点,保定作为毗邻北京的城市,理应在承接北京产业转移上发挥积极作用。保定市具有区位、资源、产业等优势,也存在经济发展相对落后的劣势,因此在承接北京产业转移是要做出选择,根据保定市各区县不同的特点选择不同的产业,同时在承接过程中要注意“质”与“量”的把控,创新成果转化以及发展可持续性问题。
The ease of non-capital functions is the basic starting point for the coordinated development of Beijing, Tianjin and Hebei.
