为加快推进我省农村卫生事业的改革与发展,保障农民身体健康,促进农村经济社会全面、持续、协调发展,根据《中共中央、国务院关于进一步加强农村卫生工作的决定》(中发[2002]13号,以下简称《决定》),结合我省实际,现就进一步加强农村卫生工作,提出以下意见。一、农村卫生工作的指导思想、目标和基本原则 (一)农村卫生工作的指导思想是:以“三个代表”重要思想和党的十六大精神为指导,坚持以农村为重点,从农村经济社会发展实际出发,深化改革,加大投入,发挥市场机制作用,加强宏观管理,优化卫生资源配置,逐步缩小城乡差距,满足农民不同层次的医疗卫生服务需求,从整体上提高广大农民的健康水平和生活质量。
