为认真贯彻全国人民调解工作石家庄现场会精神,云南省司法厅决定,采取六项工作措施,切实加强新时期的人民调解工作。一、强化培训。对人民调解员实施强化培训,是提高队伍素质和加强新时期人民调解工作的重要举措。为此省厅要求各级司法行政机关今年内对人民调解管理干部和人民调解员普遍进行一次轮训。培训后,县(市、区)司法局应对参训人员进行考试或考核,对成绩合格者颁发由省厅统一制发的人民调解员证书,作为评选先进和奖励的重要依据;对成绩不合格者应继续培训并补考,补考仍不合格者,应建议原选举或聘任单位予以撤换。二、认真调研。各级司法行政机关特别是主要领导干部要大兴求真务实的作风,把调查研究与检查工作结
