我国公共管理学界借鉴西方国家政府绩效评估理论研究与实践的经验,在政府绩效评估研究方面取得了一定的成绩。但部分研究存在照搬西方国家政府绩效评估核心概念、逻辑体系和研究方法的现象,成为制约我国政府绩效评估研究深化的重要瓶颈。进一步推进我国政府绩效评估的研究,就应该实施研究的本土化战略,其基本路径为:对西方国家政府绩效评估理论框架的批判性吸收;挖掘中国古代政府绩效考核的思想资源和驻足当前绩效评估实践;构建“双向理解”与“双向互动”的研究模式;防止和克服本土化研究过程中的两种不良倾向。
The public administration academia in our country draws on the experience of western government performance appraisal theory research and practice, and has made some achievements in the government performance appraisal research. However, some researches have the phenomenon of copying the core concepts, logical systems and research methods of government performance evaluation in western countries and become an important bottleneck that restricts the deepening of government performance evaluation in our country. To further promote the study of government performance evaluation in our country, we should carry out the localization strategy of the research. The basic approach is as follows: to critically absorb the theoretical framework of the government performance evaluation in western countries; to excavate the ideological resources of the performance evaluation of the ancient Chinese government and to stop the current performance evaluation Practice; build a research mode of “two-way understanding” and “two-way interaction”; prevent and overcome two unhealthy tendencies in the process of localization research.
