笔者以基层农业科研机构研发项目技术档案管理为基础和载体,分析了自主知识产权管理中存在的主要问题,提出了重新认识完善农业院所及其科研项目所涉自主知识产权管理和数据资源保存的重要性。提出进一步完善农业科技自主知识产权管理制度,推行标准化全程管理,加强人员培训,提高政治、法律和业务等综合素质,加大重点建设项目档案的安全管理;进一步探索大农业学科数据资源的信息化管理方法,转变服务方式,加大转化运用等建议。
