煤炭系统现有286家企业,327万名职工,120万名离退休人员,参加了行业统筹。煤炭工业是背着沉重的历史包袱进入市场经济的,由于经济负担重,连续多年经济效益低下,养老金拖欠严重,上访事件接连不断,严重地影响了职工队伍和社会的稳定。1996年,我们以稳定为重点,以改革为动力,以行业统筹调剂为手段,全面推进行业养老保险改革,给全行业安上了“稳定器”,做到了4个百分之百、4个满意。即:调
The coal system currently has 286 enterprises, 3.27 million workers and 1.2 million retirees, and participated in the industry co-ordination. The coal industry is carrying a heavy burden of history into the market economy. Due to the heavy economic burden, the low economic returns and the serious delay in pension payments, the successive petitions have seriously affected the stability of the workforce and the society. In 1996, with stability as the key point and reform as the driving force, we adjusted the industry as a means to comprehensively promote the reform of the industry’s endowment insurance system and put “stabilizer” on the entire industry and achieved 4% and 4% satisfaction.
