秦巴山区因其地处亚热带北沿,水、热、林、草、特产、矿产资源十分丰富,在全国也算得上一块宝地。然而,这块宝地迄今仍处于贫困境地,温饱问题尚没解决。财政日子十分难过,30个县中只有1/5的县可以维持,余者既不能糊口,更难于建设。这些县的财政,深深陷在秦巴山区的“困谷”之中。摆脱“困谷”已成为秦巴山区财政面临的难题。我认为
