2005年2月发表的《京都议定书》规定了减少以二氧化碳为代表的温室气体排放量的目标值。日本《节能法》规定铁路企业也负有节能减排的义务。根据有关环境的法律体系,明确了环境法限制标准的主要动向。通过汽车行驶模拟测量法验证了《大气污染防治法》所规定的燃油消耗率的要求是合理可行的。尾气中的非甲烷碳氢化合物(NMHC)和氮氧化物会形成光化学烟雾,对大气造成污染,尾气排放规范指出了尾气排放容许值。新开发的内燃动车环保评价系统利用能量计算软件可计算出发动机瞬时耗油率、总耗油量及发动机负荷等数据,还可计算出二氧化碳排放量等数据。对铁路车辆排放只限制氮氧化物。
The Kyoto Protocol, published in February 2005, sets the target for reducing the amount of greenhouse gas emissions represented by carbon dioxide. Japan’s “Energy Conservation Law” stipulates that railway companies also have the obligation to save energy and reduce emissions. According to the legal system of the environment, the main trends of the environmental law’s restrictive standards are clearly defined. It is reasonable and feasible to validate the fuel consumption rate stipulated in the Law of the People’s Republic of China on Prevention and Control of Air Pollution through the simulation of vehicle driving simulation. Non-methane hydrocarbons (NMHC) and oxides of nitrogen in the exhaust gas form photochemical smog that pollutes the atmosphere and the exhaust emission regulations indicate the allowable value of exhaust emissions. The newly developed environmental evaluation system for the internal combustion EMUs uses energy calculation software to calculate data such as instantaneous fuel consumption, total fuel consumption and engine load, as well as data such as carbon dioxide emissions. The emissions of rail vehicles limit nitrogen oxides only.
