飞速发展的上海浦东在当代中国占据着极其特殊而重要的地位。浦东从开发之初即全面开展高起点、高标准、高效率、高水平建设,瞄准了国际一流水平的发展目标。经过短短的10年,如今已经成为当代中国经济最活跃的地区,受到世人的瞩目。浦东的公安工作自1993年挂牌成立浦东公安局,经过近10年的发展,现在不仅各项工作全面达到国内先进地区的上游水平,而且呈现出良好的发展势头和强大的发展后劲。那么,浦东公安分局是怎样构想和确立自己的刑侦工作发展蓝图,怎样组织实施这个规划的呢? 与田卫华局长的一席谈话给我印象最深刻的有四点:一是充满了积极向上的进取精神和奋斗热情,旗帜鲜明地将浦东刑侦工作的发展目标定位在国际一流水平;二是以市场经济的眼光和价值标准审视刑侦工作,提出千方百计增加犯罪风险和成本,努力减小打击工作成本的思想;三是以科学的精神和冷静
