青岛是一个老纺织基地,摊子大,老企业多。八十年代后期由于外部条件和自身原因的影响,逐步失去昔日的辉煌,陷入困顿之中。进入九十年代以来,我们坚持以调整为主旋律,本着上下职能并转联动,把企业推向市场的总体思路,为构筑一个以资产为纽带,一业为主、多业并举、格局合理、机制灵活的新体制框架,实现二次创业,进行了比较深入地探讨和实践,取得了初步成

Qingdao is an old textile base with large booths and many old companies. In the late 1980s, due to the influence of external conditions and its own reasons, it gradually lost its former glory and became trapped.
