美容美发等化妆品使用单位监管是当前化妆品监管工作的薄弱环节。一直以来,监管部门对美容美发等化妆品使用单位监管涉足相对较少,但上述单位存在的问题却比较突出,如缺乏规范的台帐等管理制度、使用的化妆品来源不明、夸大宣传医疗功能、擅自配制化妆品等。本课题选取上海市相关区县,通过对辖区内美容美发单位的基本情况及其使用的化妆品,特别是特殊用途化妆品的基本状况的调查研究,对美容美发单位化妆品使用存在的安全隐患及违法行为进行梳理和分析,提出解决问题的措施建议,为探索建立上海市化妆品使用单位有效监管制度和相关措施提供依据。
