地方政府的执行力度和落实状况直接影响到中央政府制定的房地产调控政策的整体效果。本文基于“剩余控制权”理论,构建了“明晰度‐控制权”分析框架,归纳出政策执行的四种策略,并运用该框架研究了我国地方政府对2016年中央政府房地产调控政策的执行策略,得出不同城市在房地产调控政策执行上存在显著差异性的结论,并提出中央政府或上级政府在房地产调控中应当合理确定政策明晰度,适当分配剩余控制权,强化政策监督,优化政策评价,以保证政策目标的有效实现。
The implementation of local government and the implementation of the status of a direct impact on the central government to develop the real estate control policies overall effect. Based on the theory of “residual control power”, this paper constructs the analysis framework of “clarity-control power” and summarizes the four strategies of policy implementation.
