正当科尔沁草原七月流火之际,全国卫生计划财务工作会议选择在西辽河畔塞外明珠——全国县级卫生十佳城市之一的通辽市召开。科尔沁宾馆的主人以北方兄弟民族特有的豁达,热情接待与会代表。卫生部部长陈敏章、计财司司长朱庆生、副司长刘新明、李泮岭率有关工作人员到会。国家计委、财政部、解放军总后卫生部和来自全国30个省市自治区、14个计划单列市及所驻生产建设兵团的有关领导和工作人员等百余人参加了会议。内蒙古自治区、哲里木盟有关领导也参加了会议。 这次会议的主题是尽快地适应社会主义市场经济体制的客观要求,充分认识和自觉把握新时期卫生发展面临的新情况、新特点,在总结经验的基础上,认真研究新形势带来的新问题,明确计划财务工作面临的任务,创造性地做好各项计划财务工作。 会议由卫生部计财司司长朱庆生主持。陈部长因公晚来一天,计财司副司长刘新明代读了陈敏章部长的书面发言。自治区领导和盟行署领导相继在开幕式上热情洋溢地致词。陈敏章部长到会后首先听取了大会发言,又召
