稳定增加农民收入,不断开拓农村市场,不仅是当前和今后一个时期农村工作的一项中心任务,而且是进一步扩大国内需求,培植新的经济增长点,使整个国民经济继续保持较快的发展速度的重要措施之一。在我国农业已经进入由农产品总量供给不足,转变为农产品总量供给相对过剩之后,不论是稳定增加农民收入,还是开拓农村市场,都需要围绕市场需求,认真研究解决农民“卖难”和“买难”的问题,研究解决农产品流通问题,把深化农村流通体制改革作为农村经济工作的重中之重。
