政府的合法性在于政府来自于一致的同意和授权委托,在于对自身职责的忠诚履行,在此基础上政府通过自身行为获取公众的信任和支持。各级政府间的内在权力配置关系使得政府在履行职能时易出现偏差,在政府运作过程中不同程度地受到影响和制约。有必要通过明确地方政府责任、强化官员信用意识、完善民主监督机制等方面提高地方政府的公信力。
The legitimacy of the government lies in the fact that the government comes from the unanimous consent and authorization entrusted to perform its duty of loyalty to the government. On this basis, the government obtains public trust and support through its own actions. The internal power allocation among all levels of government makes it easy for the government to deviate from the performance of its functions and to be influenced and restricted to varying degrees during the operation of the government. It is necessary to improve the credibility of local government by clarifying the responsibilities of local governments, strengthening the credit awareness of officials and improving the democratic supervision mechanism.
