眼下,“小康”已成为老百姓谈论最多的话题之一。 我们看到,在过去的13年里,我国城乡居民收入稳定增长,市场一片繁荣景象,生活质量显著提高,社会保障体系建设成效明显。在一天天殷实起来的日子里,亿万中国人民圆了企盼已久的小康梦,满怀希望奔向更加富裕的小康生活。 就全国而言,西部地区由于自然条件、经济基础、历史原因,发展很不平衡,不仅距全面小康相差较远,而且与总体小康相比也有一定差距。西部地区建设全面小康社会备受各界关注。在十届全国人大和十届政协召开之际,本刊在国务院西部开发办和新华社的大力支持下,以“西部地区建设全面小康社会”为主题,推出了国务院西部开发办和西部地区领导的高层访谈。访谈中,我们欣喜地看到,随着西部大开发战略的实施,一批标志性工程——西气东输、西电东送、青藏铁路陆续开工建设。西部地区基础设施建设迈出实质性步伐,生态环境保护和建设得到加强,人才开发、科技教育和社会发展工作力度加大,西部地区经济和社会事业出现了加快发展的好势头,西部地区迎来了发展的大好时期。更加令人振奋的是,党的十六大提出了全面建设小康社会的宏伟目标,已勾画出一幅“经济更加发展、民主更加健全、科教更加进步、文化更加繁荣、社会更加和谐、人民生活更加殷实”的美好蓝图?
Right now, “well-off society” has become one of the most talked-about topics for the common people. We have seen that in the past 13 years, the incomes of urban and rural residents in our country have been steadily growing, the market has been booming, the quality of life has been significantly improved and the social security system has achieved remarkable results. In a day that has grown immensely, hundreds of millions of Chinese people have embraced the long-awaited dream of well-being and turned their hopes toward a prosperous affluent life. As far as the whole country is concerned, due to its natural conditions, economic foundation and historical reasons, the development in the western region is not balanced. It not only has a long way to go but it also enjoys a certain distance from the well-to-do society as a whole. The construction of an overall well-to-do society in the western region has drawn much attention from all circles. Under the theme of “building an overall well-to-do society in the western region” with the strong support of the Western Development Office under the State Council and the Xinhua News Agency, the 10th National People’s Congress and the 10th CPPCC were launched with the launch of the Western Development Office of the State Council and the leaders of the western region High-level interviews. During the interviews, we are delighted to see that with the implementation of the strategy for the great development of the western region, a batch of landmark projects - the project of west-east gas transmission and west-to-east power transmission, started the construction of the Qinghai-Tibet Railway one after another.
