上海市计委近两年来对自身的职能转变作了积极的探索,在计委的上作内容、工作机构、工作方法和工作作风方面都有了相当程度的变革。其职能归结起来为“五大二调”,即出大生意、拟大政策、抓大项目、搞大平衡、建大市场,以及宏观调控、协调服务。这一转变已在实际工作中逐步体现出来。随着计委职能的转变,为了多出主意、多出思路,近年来全委加强了科研工作,并成立了学术委员会,加强了计委各处室和经济研究所的课题合作研究。近年来已编制了《浦东新区国民经济和社会发展十年规划和“八五”计划纲要》、《上海国土规划纲要》,提出了《九十年代上海深化改革和扩大开放的基本思路》,1993年又完成了《上海市场发展规划综合研究》、《复关和扩大工海产品出口》、《拓宽利用外资渠道研究》、《上海国土规划深化和地区经济研究》、《价格间接调控研究》、《信息产业发展研究》、《计划指标体系》、《上海农业发展战略研究》等15个重大课题的研究,并陆续通过了专家鉴定评审,得到了专家们的高度评价,认为计委联合科研部门进行的课题研究,理论与实际结合得好,对策性、可操作性强,在同类研究成果中水平比较高,为市和有关领导部门的决策,为编制长远规划和近期计划提供了很有实际价值的依据。从本期开始,本刊将陆续选?
