2015年新修订的《环境保护法》提出了“按日处罚上不封顶”“企业违法可拘留责任人”“环保部门可直接查封扣押设备”等处罚措施。新《环境保护法》的实施对于石油石化企业将形成更加严厉的倒逼机制,文章探讨新《环境保护法》对石油石化企业环保工作的影响:促进企业环境管理观念转变,强化企业污染防治责任,突显领导责任、规范企业环境管理行为,更加重视环境影响评价,促进信息公开和公众参与等。通过将“环保优先”落到实处,完善制度体系,大力推广清洁生产,强化配备并运行必要的环保处理设施,树立环境友好的企业形象,强化环境管理等,实现企业与经济社会的协调发展。
