关于经营机制问题 军工行业九十年代面临的形势是严峻的,赖以生存的指令性计划、任务已降至30％以下,民用产品开发、生产则遇了到市场疲软、强手如林、经验不足等严重挑战;固定资产老化、超期服役、带病运转现象非常突出,更新改造步履维艰;资金短缺更是到了燃眉之急。 带着各种各样的困惑和忧虑,记者走访了国营汾西机器厂,这家有着30余年历史的军工厂,自1980年军转民后,同样面临着困境。刚刚上任一年多的张永海厂长,向我们谈了走出低谷的设想。
With regard to operational mechanism issues, the military industry faced a severe situation in the 1990s, and the mandatory plans and tasks for survival have fallen below 30%. Civil product development and production have encountered weak markets, strong hands, and inexperienced experiences. Other serious challenges, such as the aging of fixed assets, overtime service, and disease-free operation, are very prominent. It is difficult to upgrade and transform; the shortage of funds is even more urgent. With all sorts of confusions and worries, the reporter visited the state-run Yuxi Machine Factory. This military factory with more than 30 years of history has also faced difficulties since the military transfer to the people in 1980.
