目的 为加快建立中国铁路现代企业制度，促进区域卫生规划的实施，逐步实现铁路卫生机构社会化，制定铁路系统卫生分立方案。方法 在大量现场调查的基础上，设计出德尔菲专家咨询表。在全国范围内，挑选卫生管理、卫生经济、医院管理、企业管理等各专业的专家、教授 ５０ 名，进行了三轮德尔菲专家咨询函调。结果 对卫生分立后的领导管理体制、经费包干基数、自主管理权限三个方面 １３ 个问题 ５２ 个咨询项目优选出最佳答案。结论 研究结果已为铁道部、各铁路局、工程局、工厂制度《铁路系统卫生机构经费包干、自主管理与企业主体分立的实施方案》提供了重要的科学依据。
The purpose is to accelerate the establishment of a modern enterprise system for China’s railways, promote the implementation of regional health plans, gradually realize the socialization of railway health institutions, and formulate a separation plan for the railway system. Methods Based on a large number of on-site investigations, Delphi’s expert consultation form was designed. Nationwide, 50 specialists and professors in health management, health economics, hospital management, and enterprise management were selected, and three rounds of Delphi Expert Consultation Letters were conducted. Results 13 issues in 13 aspects of the leadership management system after the separation of health, fund subsidy, and independent management authority. The 52 consulting projects selected the best answer. Conclusion The research results have provided important scientific basis for the Ministry of Railways, various railway administrations, engineering bureaus, and the factory system “Implementation Plan for the Levy of Contracts for the Health of Railway Institutions, Self-Management, and Separation of Corporate Subjects”.
