警察权的异化,是目前凸现的一大理论与实践问题。导致警察权异化的因素十分复杂,但其中一个不容忽视的且带有根本性的原因就是制度的缺失。因此,遏制警察权异化的首要措施就是加强制度建设。
Alienation of police power is one of the major theoretical and practical issues that have emerged so far. The factors leading to the alienation of police power are very complicated. However, one of the fundamental causes that can not be ignored is the lack of institutions. Therefore, the first measure to curb the alienation of police power is to strengthen the system construction.
