The “Decision of the CPC Central Committee and the Central Government on Several Major Issues in Ruling the Country by Law” (the “Decision”), which was passed at the Fourth Plenary Session of the 18th CPC Central Committee, is a programmatic document for comprehensively promoting the principle of governing the country according to law.
