我国应当建立起档案所有权限制的补偿、救济机制,使得档案所有权受到法律限制时,所有人亦可获得补偿或寻求救济,从而确保档案所有权在受到限制时亦可获得法律的完整保护。
China should set up compensation and relief mechanisms that restrict the ownership of archives. When the ownership of archives is restricted by law, all people are entitled to compensation or seeking relief so as to ensure the complete protection of the archives if the ownership of the archives is restricted.
