目前,我国社会保障水平低,保障功能弱;农民的社会保障问题突出;社保资金管理与运营存在漏洞;社会保障制度的立法不健全;人口老龄化加剧带来的社会保障问题。完善社会保障制度要不断扩大社会保障范围,发挥社会保障对收入分配的调节作用,建立社会保障的长效机制,保障社会保障基金,加快农村社会保障制度的建立,加快社会保障立法进程,促进社会和谐发展。
