营口市委高复重视村级集体经济发展，突出党建引领，坚持“试点先行”，建好用好村级集体经济项目“孵化池”，示范带动全市村级集体经济逐步发展壮大。截至目前，先后选育试点项目150个，其中省级项目36个、市级项目99个、待孵化项目15个，“孵化池”为富民强村增添了强劲动力。
