从党的“二大”到“八大”,党章均规定党中央有权直接接收个别同志入党。“九大”、“十大”和“十一大”通过的党章,没有了这条规定。1982年的“十二大”通过的新党章又作了规定:“在特殊情况下,党的中央和省、自治区、直辖市委员会有权直接接收党员。”
From the “big two” of the party to the “big eight”, the party constitution stipulates that the party Central Committee has the right to directly receive individual comrades to join the party. This stipulation is absent from the party constitution passed by the “Ninth National Congress,” “the 10th National Congress of the CPC,” and the “11th National Congress of the CPC.” The new constitution passed by the 12th National Congress of the CPC in 1982 also stipulates: “Under special circumstances, the Central Committee of the Party and the commissions of provinces, autonomous regions and municipalities directly under the Central Government shall have the power to directly receive Party members.”
