树立什么样的工作指导思想,是加强领导干部思想作风建设的重要体现,也是衡量领导干部能否正确对待群众、正确对待组织、正确对待自己的试金石。胡锦涛同志曾经指出,一些党员、干部在发展观念上存在重“显绩”轻“潜绩”、重当前轻长远、见物不见人甚至制造虚假政绩等问题。这实际上释放了一个积极的信号——考察干部更要考察好“潜绩”。
