改革开发以来,特别是“八五”、“九五”时期,辽宁省农业和农村经济取得了历史性突破,长期呈现的农业腿短的格局发生了根本转变。在促进辽宁农业、农村经济实现历史性跨越和增长方式转变的过程中,辽宁省财政厅积极探索,不断创新,采取了许多行之有效的方法,改进和加强财政支农,尤其是水利基础设施建设工作,为促进全省农业和农村经济的可持续发展奠定了良好的基础。本文对在实际财政支农工作中积累的一些成功经验作以总结和探讨,以供大家参考和借鉴。
