Standing Committee of the National People’s Congress: I am entrusted by the State Council and the Central Military Commission. I now state “The People’s Republic of China on National Defense Traffic Law (Draft)”. The National Defense Traffic Law, the first national defense legislation after the 18th National Congress of the Communist Party of China, has realistic and important roles in regulating national defense traffic activities, enhancing strategic delivery capabilities and safeguarding national security and development interests. The “Regulations on National Defense Traffic” promulgated by the State Council and the Central Military Commission in 1995 are of great significance to strengthening the building of national defense traffic and protection
