2007年1月8日～10日,中共中央纪律检查委员会第七次全体会议在北京召开。会上,中共中央总书记、国家主席、中共军委主席胡锦涛做了长篇讲话。就领导干部的作风问题做了深入阐述。全会公报提出:“加强对科学发展观贯彻落实情况的监督检查,促进社会主义和谐社会建设,认真解决领导干部在思想作风、学风、工作作风、领导作风、生活作风等方面存在的突出问题。”在进入体制反腐阶段三年之后,从道德层面人手,中央在惩治和预防腐败体系中又加入了新内容。
