构建社会主义和谐社会已成为国家政策体系中的重点,而这一政策的推行和政策目标的实现有赖于各级执行政策组织者的水平。影响构建和谐社会的领导能力的因素是多方面的,关键一点在于执政文化的创新。对于民族地区而言,其特殊的社会条件,使党的执政文化建设有与其它地区的共性,又有其特殊性。在民族地区创新其执政文化对于构建该地区和谐社会的领导能力更具有关键性作用。
The construction of a harmonious socialist society has become the focus of the national policy system. The implementation of this policy and the realization of its policy goals depend on the level of the executive policy organizers at all levels. The factors influencing the leadership ability of building a harmonious society are many and the key point lies in the innovation of governing culture. For the ethnic areas, their special social conditions make the construction of the party’s governing culture commonalities with other regions and have their own particularities. Innovating the ruling culture in minority areas is even more crucial for building leadership in a harmonious society in this area.
