1月30日,2008年中央“一号文件”《中共中央国务院关于切实加强农业基础建设进一步促进农业发展农民增收的若干意见》正式发布。《意见》指出,推动科学发展,促进社会和谐,夺取全面建设小康社会新胜利,必须加强农业基础地位,走中国特色农业现代化道路,建立以工促农、以城带乡长效机制,形成城乡经济社会发展一体化新格局。
