目前,全省已建成水库2300多座,其中大型水库22座,中型水库105座,小型水库2200多座。这些水库大多数兴建于20世纪50~70年代,由于受当时条件的限制,工程质量差、防洪标准低,存在先天不足。水库建成后运行、维修资金投入跟不上,管理措施不到位,致使工程老化失修严重,险情隐患相继暴露,有些长期带病运行,问题越来越突出。为了更准确掌握水库工程运行情况,针对全省水库工程现状与水利工程建设发展的需要,开发一个水库大坝安全监测与管理信息系统的通用软件已成为水库管理的迫切需要,为此,近年来省防汛抗旱指挥部办公室将此列为重点项目,以期通过这一项目的开发,使水库大坝安全监测与管理提高到一个新的水平,同时可以大大促进全省水库信息化建设的进程。
At present, the province has built more than 2,300 reservoirs, of which 22 are large reservoirs, 105 medium-sized reservoirs and 2,200 small reservoirs. Most of these reservoirs were built in the 1950s and 1970s. Due to the limited conditions of the time, poor quality of projects and low flood control standards, these reservoirs are inherently deficient. After the completion of the operation of the reservoir, investment in maintenance funds can not keep up, management measures are not in place, resulting in serious aging disrepair, risk exposures one after another, and some long-term sick run, the problem becomes more and more prominent. In order to grasp the operation of reservoir project more accurately and to meet the current situation of reservoirs in the province and the needs of the development of water conservancy projects, it has become an urgent need to develop a universal software for reservoir dam safety monitoring and management information system. Therefore, in recent years Flood Control and Drought Relief Headquarters Office will be listed as a key project, with a view to through the development of this project, reservoir dam safety monitoring and management to a new level, at the same time can greatly promote the process of building the province’s reservoir information.
