混凝土输水管分上水管和下水管。上水管已有国家标准,下水管国标正在审批之中。目前上水管中混凝土压力管仅占9.2%,比重还较小。在1986～1987年间,国家建材局混凝土水泥制品质量监督检测中心受国家标准局质量监督局的委托,对这种压力管进行了国家级抽检。抽检结果,合格品仅占30%,大部分厂家的产品按国标要求尚有距离。为了提高产品质量,国家建材局生产管理司于1984年12月在山东莱西召开了质量评定细则讨论会。根据两年的实践和国家标准局对产品质量的要求,国家建材局混凝土水泥制品质量监督检测中心于1986年10月在山东烟台召开了有同济大学、建材研究院、红旗水泥制品厂等20个单位30名代表参加的混凝土压力管质量评定细则审议会。会上通过了三个品种的上水管质量评定细则。这三个细则已于1987年报国家建材局生产管理司备案,并将在全国行检中执行,下水管质量评定细则也由1987年5月在苏州召开的审议会审议通过,并报国家建材局生产管理司备案。“七五”期间,我国将新建几十个大型引水工程,新增日供水能力1670万吨,县城自来水普及率将达到50%。这样,每年新铺输水管道将达1000～1500公里。任务是繁重的。为了保证这一任务的顺利完成,我们将陆续刊登由国家建材局混凝土水泥制品质量监督检测中心制订的混凝土上下水管质量评定细则,以促进我国混凝土输水管质量的进一步提高。
Concrete water pipes are divided into water pipes and sewage pipes. There have been national standards for the upper water pipes, and the national standard for sewage pipes is under examination and approval. At present, the concrete pressure pipe in the upper water pipe only accounts for 9.2%, and the proportion is still relatively small. Between 1986 and 1987, the Quality Supervision and Inspection Center for Concrete Products of the National Building Material Bureau was commissioned by the Bureau of Quality Supervision of the National Bureau of Standards to carry out a national sampling inspection of the pressure pipes. In order to improve product quality, the Production Management Department of the National Building Materials Bureau held a seminar on quality assessment in December 1984 in Laixi, Shandong. According to the practice of two years and the requirements of the National Bureau of Standards on the quality of products, the Quality Supervision and Inspection Center for Concrete Products of the National Building Material Bureau held 20 seminars in Tongji University, Yantai University, and Hongqi Cement Products Factory in Yantai, Shandong Province in October 1986. The 30-member unit participated in the council for the quality assessment of concrete pressure pipes. At the meeting, the quality assessment rules for the three types of water pipes were adopted. These three rules were filed in the 1987 annual report by the National Building Materials Bureau’s Production Management Department and will be implemented in the national inspections. The rules for the quality assessment of the sewage pipes were also reviewed and passed by the review meeting held in Suzhou in May 1987 and reported to the National Building Materials Bureau. During the 7th Five-Year Plan period, China will build dozens of large-scale water diversion projects, adding daily water supply capacity of 16.7 million tons, and the county water supply rate will reach 50%. In this way, each year a new water pipeline will reach 1,000 to 1,500 kilometers. The task is onerous. In order to ensure the successful completion of this task, we will successively publish the rules for the quality assessment of concrete water inlet and outlet pipes formulated by the Quality Supervision and Inspection Center of Concrete Products of the State Bureau of Building Materials to promote the further improvement of the quality of concrete water pipes in China.
