统一思想,提高认识,深刻领会做好冬春救助工作的重要意义冬春救助作为帮助解决受灾群众冬春期间临时生活困难的一项重要制度安排,是我国自然灾害救助工作的重要组成部分,也是编密织牢社会保障安全网、使全体人民共享改革发展成果的重要举措,在向受灾群众及时传递党和政府的关怀和温暖、确保受灾群众温暖过冬过年方面具有不可替代的重要作用。面对2016年严重灾情,妥善安排好受灾群众冬春基本生活,是坚持以人民为中心、增进人民福祉的积极举措,是保障和改善民生、促进社会和谐稳定的有力支撑,更是全国民政系统深入贯彻落实党的十八届六中全会精神和习近平总书记关于防灾减灾救灾系列重要讲话精神的最好体现,意义重大。一是党中央高度关注受灾群众基本生活。
