1．2亿元的县年财政收入,对于富县来说可能算不得什么,而对于较贫困的万全县,2005年县财政收入竟达1．2亿元。却是一个破天荒的大数,因为它比上年翻一番!年初,全县干部群众闻之莫不欢欣鼓舞。我作为万全县政协的工作人员,闻听这个数字后,引起无限追想。事情还得从3年前说起。2003年初,县委、县政府作出了“工业立县”战略部署,立志改变县经济落后状况。但是,“工业”怎样“立县”?县里还一时拿不出意见。这时,县政协敏锐抓住这一课题．主动请缨,对“工业立县”开展专题调研．为县委、县政府制定实施意见建言献策。
