近年来,我省公安机关领导班子建设取得了丰硕的成果,不少工作走在了全国的前列。但在工作机制、班子结构等方面,还存在协管机制不够完善、交流渠道不够顺畅、整体结构不够合理等问题。全面推进公安机关领导班子建设,必须坚持以科学发展观为统领。要从提高党的执政能力和构建社会主义和谐社会的高度,切实加强公安机关领导班子的能力建设;要按照“抓基层、打基础,苦练基本功”的思路,把加强公安机关领导班子建设与加强基层基础工作有机结合起来;要建立健全科学的公安机关领导干部能力评价体系,形成以综合素质和能力为核心的选任导向;要切实加强公安组织人事部门的协管力度,努力提高对领导干部的管理水平。
