“鱼在水中游,蛙在岸边蹲”。这蛙和鱼虽然都与水有着一定的关系,但对水的态度却不尽相同。鱼对水,可谓一时也不能离开。而蛙呢,平常大多时间栖息于岸边,坐享于树荫与草丛。只有感到口渴肚饥或自身受到威胁时,才从树荫、草丛跳入水中。由这鱼水关系、蛙水关系,自然想到干群关系
