领导与管理都是带领组织成员实现组织目标的行为,但二者对组织与组织成员的关注点、工作方式与影响力均不同。本文从领导与管理行为不同的分析入手,进而分析领导者与管理者的不同,认为国家机关的行政干部若要有效的履行职责,为民服务,应同时具有领导特质与管理才能。
Leadership and management all lead the members of the organization to achieve the goals of the organization. However, the two focus on the organization and the members of the organization, and work methods and influence are different. This article starts with the analysis of different leadership and management behaviors, and then analyzes the differences between leaders and managers. It holds that the executive cadres of state organs should have leadership qualities and management skills in order to effectively perform their duties and serve the people.
