河南三门峡库区工程管理工作与工程建设同时进行,77年来,为保证库区工程安全和库区库岸稳定起到了重要作用,但由于工程管理工作的特殊性:即黄委下达工程维修养护业务经费,对工程维修养工作进行业务指导、检查落实和评比验收;人员经费及办公经费由当地人民政府负担。由于历史原因,3个水管单位只有部分人员由当地人民政府拨付人员工资,其余人员工资为自收自支,无办公经费。致水管体制改革后工程管理工作存在一些特殊问题。本文分析了存在的问题,并提出了建议,以供商榷。

This article analyzes the existing problems and puts forward suggestions for discussion.
