不知从什么时候开始,社会上流传这么一句话,叫作“人大代表只会举手”。这可是过时的老话了,如今的人大代表远不是这样,不信,我讲讲发生在通化市东昌区人大代表中的一个故事,会让你的看法有所转变。2001年2月,东昌区五届人大四次会议上,19名代表小组组长和副组长联名向大会提交了一份议案,其核心内容是建议区政府采取有效措施,彻底解决环境卫生问题。这是本次会议唯一一个议案,不仅案由是社会长期反映强烈、区政府最头痛的问题之一,而且19人中有7个街道的党委书记和副书记,这是自区一届人代会以来的第一次!对此,与会者反映热烈,议论纷纷。有的说提的好,有的说书记联名给区政府提议案方式不妥,有人说胆子太大了,更有人为
