改革开放以来,实行家庭联产承包责任制,使农村土地的经营权从所有权中分离出来,曾极大地促进了农业和农村经济的发展。但随之也产生了一些矛盾与问题,近年来尤为突出。农业的小规模分散经营,许多大宗农产品缺乏竞争力,越来越难以适应当前农业市场化、国际化的要求,难以体现规模效益,搞活农村土地流转,是当前农业和农村发展的必然趋势。
