1982年初冬的一天,刚返乡的山西省平陆县退伍军人李辛有望着中条山上光秃秃的,仅有的几株小草被寒风吹的嗖嗖作响,他深深地叹了口气,暗暗发誓要染绿荒山,并毅然报名进行了承包。他激动地说:“我是中条山的后代,如果我们不去改造荒山,拔掉穷根,还等到猴年马月?!”第二天,他到乡里签定了治理二千二百亩荒山的合同。
