一、改革实践中的现实选择企业改革是我国经济体制改革的中心环节。10年来工业企业改革已在实践探索中全面展开。在此期间,企业承包制做为国有工业企业改革的一种主要形式,走过了由试点到普遍推行的发展过程;其具体形式和内容在实践中逐渐得到丰富和完善。承包制成为企业改革实践中的现实选择,也是我们深化企业改革的现实基础。北京市工业企业改革的发展过程,也是如此。在经过以扩大企业自主权为基本思路的初始探索阶段(1979—1982年)和以不同思路、多种形式为特征的徘徊选择阶段(1983—1986年)
I. Realistic Choices in Reform Practices Enterprise reform is the central link in China’s economic restructuring. In the past 10 years, industrial enterprise reform has been fully carried out in practice and exploration. During this period, the enterprise contracting system as a major form of reform of state-owned industrial enterprises has gone from the pilot to the general implementation of the development process; its specific form and content are gradually enriched and perfected in practice.
