本文基于“5·12”汶川特大地震,就我国政府快速高效整合全主体响应行动、信息第一时间在全主体间真实共享、各军兵种联合作战勇贯应急全过程、国际机构和组织参与救援各尽其能等一系列突出特点进行综合思考,提出我国建立全球框架下公共危机治理网络,践行全主体协同响应模式;完善统一的公共危机应急预案体系,夯实治理网络的行动基础;建立专业性公共危机治理核心机构,实现危机治理的综合协调;打造高科技公共危机治理技术平台,支撑治理网络无缝隙衔接;键全社会资本与法制规则并济机制,发挥治理网络全主体合力;强化政府媒体与公众三元互动机制,规范危机的社会认知管理;普及全国民应急知识宣教危机意识,提升治理网络的学习能力。
