鲁政发[2007]45号各市人民政府,各县(市、区)人民政府,省政府各部门、各直属机构,各大企业,各高等院校:近年来,各级高度重视困难群体就业问题,积极实施再就业援助活动,取得了一定的成绩,但城镇零就业家庭和农村零转移就业贫困家庭(以下简称城乡“双零”家庭)就业难的问题仍十分突出。根据省委、省政府关于突出解决好城乡困难群众生产生活的要求,为了切实做好城乡“双零”家庭就业援助工作,现提出以下意见:

According to the requirements of the provincial party committee and the provincial government on resolving the production and living needs of the people in need in urban and rural areas, in order to effectively do a good job in providing employment assistance to urban and rural families in the “double zero” situation, the following opinions are hereby made:
