我厂是一个大型纺织印染联合企业,现有职工10259人。总厂下设4个分厂、2个公司、23个处室,还有职大、中学、小学。过去,我厂一直没有成立直属的档案机构,全厂的档案工作管理实行的是四统一,即科技档案由科研所集中统一管理,文书档案由党委办集中统一管理,会计档案由财务科集中统一管理,教学档案则由学校集中统一管理。初看起来,这“四统一”是符合集中统一管理党和国家档案的原则,是无可非议的。然而,事实上这“四统一”仍是多头领导,分散管理,我们在长期的工作实践中感到它有四个不利。一不利于贯彻执行上级档案部门的指示。上级布置的工作任务,虽有厂领导批示,但谁也不牵头,具体工作相互推,往往是不了了之。二不利于厂内各项档案业务活动的开展。如档案检查评比,要四方领导点头,多方疏通才行,互相牵制,工
