指示:各市人民政府、各專署、各縣人民政府、各水委會今年入汛以來,雨量很大,一般超過去年一至三倍,有的甚至達到五倍,各地已因此遭到程度不同的洪水災害,尤以運城地區之猗氏、臨晋、萬泉等縣為最嚴重。目前雖已進入秋季,但雨量仍未減少,各河水位屡次上漲,山洪雨涝,仍在不斷發生,稍有疏忽,將嚴重威脅秋季豐收,給人民生命財產與工礦安全造成更大災害。為此,特作如下緊急指示: (一)全省沿河地區、山地及边山易於發生洪水泛濫地區之各級政府,均應指定一定負責幹部,隨時掌握汛情,考慮防洪、排水工作。所有各地之堤岸閘壩與防護工程,應立即進行一次普遍而深入的檢查,發现缺陷隱患,應即認真修堵。重點地區必須準備足够的搶險器材,組織 Directive: People’s governments in various cities, various special agencies, people’s governments of all counties and water resources committees of various counties have had a large amount of rainfall since their floods started this year, generally more than one to three times that of last year and even some five times that of last year.
