社会保障体系是经济和社会发展的安全网和稳定器。社会保障体系的不健全、不完善，已成为制约我国改革开放和建立社会主义市场经济体制特别是顺利推进国有企业改革的“瓶颈”。我们在建设有中国特色社会主义的过程中，必须努力建设与之相适应的有中国特色的社会保障体系。
The social security system is a safety net and stabilizer for economic and social development. The imperfect and imperfect social security system has become the “bottleneck” that restricts China’s reform and opening up and the establishment of a socialist market economic system, in particular, the smooth implementation of the reform of state-owned enterprises.
