目前,在研究中的南水北调中线方案是引长江水到黄淮海平原的一项跨流域的大型调水工程。它的主要目的是为解决华北平原发展农田灌溉的用水问题。对此谈一点有关灌区规划设计的方针、原则以及水资源合理利用等问题,供有关部门参考,错谬之处,请批评指正。
